That's right. The Charity Commission can remove charitable status, but "the government" can't.
Ultimately, of course, the Charity Commission acts to enforce charity law and the government could change the law. But the new law would then apply to everyone equally: the government can't pick on an individual charity and remove its status.
Likewise the government can't take away a specific charity's tax exemptions just because it doesn't like what the charity says.

The CEO of CUK doesn’t need to have extensive knowledge of cycling. Sarah Mitchell admits to not being able to mend a puncture.
Her expertise appears to be about obtaining funding for charities.

In the CUK link she's described as a keen cyclist, or do you judge commitment on a puncture repair basis?
That would rule out a few, notably Anne Mustoe.
