Possible motion for CTC/CUK General Meeting 2021
THE 15 MINUTE CITY
To increase the clarity of a previous posting on this subject please note the following
At the CTC AGM 2020 the motion below was passed. My contention is that motion was a blunt instrument and that it does very little for cycling in terms of safety.
Whilst the concept of the 15-minute city would reduce the need to travel by motor vehicle and consequently would reduce the incidence of possible conflict between cycling and non-cyclist,

Any wording of the possible motion is still to be formulated but my contention is that the CTC should support the concept of the 15-minute city and to campaign for it.
What is your view?

6) Reduction of promotion of holiday flights.
Proposer’s note: The CTC (Cycling UK) Articles of Association state four Objectives of the Club. Three are related specially to cycling. The fourth states ‘promote the conservation and protection of the environment’. The member survey indicated 71% support for ‘Encouraging cycle use to benefit the environment’. We would like to propose that the Club adopts a progressive strategy to reduce, and ultimately stop, promotion of cycling holidays that involve flying. An organization whose stated objective is to protect the environment should not be promoting flying as it so massively increases a person’s annual carbon footprint and hence contributes to climate change. The current promotion is in the form of CTC branded holidays, which involve flying; articles in the magazine; and the adverts in the magazine selling holidays involving flying.
This is an issue that has already begun to be discussed within the Holidays and Tours subsidiary.

The '15 minute city' is a relatively new phrase in the campaigning lexicon, the essence of which is something that Cycling UK is already working towards as part of the Walking and Cycling Alliance.

A motion to support a 15 minute city could be a good idea. The link did not work for me.

It's a term of the metropolitan elite and adoption would suggest that CUK is out of touch with most of the country (of whom fewer than a third live in cities IIRC). It would further reinforce the impression that only cities deserve/get cycling infrastructure, not villages and not market towns, which we've already seen repeatedly in the last ten years with cycling funds going in "city ambition grants" and to "metro mayors". There has been a start towards allowing cycling measures in the recent "town deals" and "future high streets" projects, but many rural and semi-rural boroughs don't yet seem to see this as something they should do.
Campaigning for the similar but more general "20-minute neighbourhoods" could include most of the country. Thanks for this very interesting. I live and "work" in Birmingham and have been very involved in consultations about the Cycle City Ambition Grant, Birmingham Cycle Revolution and now our new Birmingham Transport Plan and its COVID iteration the Emergency Transport Plan. A lot of learning has gone on over 8 years but yes we (Push Bikes) support 15 min city, LTNs in suburbs and Ghentification of City Centre into traffic cells. Gradually city cycling is being improved.
But most of my miles are out in Worcestershire and Warwickshire delightful in so many ways but there is not a lot (if any) of help from infrastructure and roads get busier with local and commuting traffic and bigger more powerful cars and vans. Also genuine agricultural and building road mending vehicles are now enormous and working on contracts at speed. Worcestershire politicians are mostly awful on cycling ("no loss of parking spaces, no road space reallocation") Bike Worcester are on the job with spirited campaigning though.
I'm not sure 15 min or 20 min city or villages makes much difference in this context. I'll need to learn more about successful rural cycling campaigns.
