BUT: the voting paper said you had "a significant number of high quality applications". Both statements can't be true, so which was it?
If the drawing-up of the shortlist were entrusted to local groups, the weeding-out would take place there.

You can have both
... a significant numer of high-quality applications from candidates who have been members for a year or more. ...
and still have only four who
have the personal qualities, skills and experience required ...[and]... would complement the existing skill mix on the Board.

There are 120ish Cycling UK local member groups. Would they each elect their own representative to a new Nominations Committee and all 120 of them get together on a Zoom call to discuss the candidates?

Member Group participants are around 15% of the membership. What makes you think they’re representative?

Gaz has already answered your point. As I said, I'm not necessarily talking about this year's applications specifically. The general process is that they all get rated systematically and we look to see if they fall into groups with an obvious gap between higher-scoring and lower-scoring. Sometimes there is no clear gap; sometimes, though, it stands out. That's how it's done rather than saying "we will put forward the top X candidates." If there's a borderline candidate we might look again to see if they'd contribute some specialist skill, knowledge or perspective that's in short supply in the current board.

But anyway I'm happy to discuss alternative methods that still meet the requirements of charity law. How would you see selection by local groups working? How would the existing trustees exert the influence that they are legally obliged to exert over the makeup of the board?

No longer a member so I won't say much but you can only work with what you have. My cycling club has one new committee member this year. No other bugger even showed any interest in the AGM.
Secondly you have a clash between those who want a charity to do "good works" and those who want a Cyclists Touring Club. The latter were pushed out. Which I is why I quit.
