I think last year they showed highlights on Quest TV on freesat. I've just looked and it's not in their schedule this year.
Is there anywhere it is being broadcast without signing up?

Seems it’s on Eurosport, Eurosport Player and S4C only. Not sure if the commentary for the latter will be Welsh only.

Thanks for that, I can turn the sound off and read the sub titles. It looks like S4C are showing the whole race with a highlights half hour programme in the evening.
I enjoy the TDF but in some ways prefer this race.

I was hoping there would be a half price offer on Eurosport player, as signing up now for 12 months would cover next years tours as well assuming they stay as scheduled. I think the GCN race pass app will also have coverage.

Eurosport Player often gives superb offers at the start of the year, such as 12 months for £19.99.
I generally get that and share with my son.

I also read that on some freeview tv's/boxes, maybe all of them, maybe you need to be somewhere near, but if you do a retune and tell it you're in Wales, it will tune to S4C in place of channel 4. Might try it on the TV, as I never usually use the TVs tuner.
