Why is it that Sebastian Mora, in the track event in Lithuania, can use track bars with brake levers?( without the lever bit)

On Eurosport at moment

Think you're refering to these mouldings on the CF bars.



You need to FF to around 3:20.

There's probably no rule against it.

There's a limit on how far forward the bars can go (courtesy of Graeme Obree's superman position), brakes aren't allowed on the track, and you aren't allowed to support your weight on the bar using anything other than the hands in bunch racing*, but that's about it.

You may recall the fuss back in April when Jan-Willem van Schip got chucked out of the Belgium Tour for using his aero bars, despite them passing as legal in the bike check beforehand.
Had he stuck to lever hoods and drops, he'd have stayed in the race, but you can hardly expect to get away with illegally resting your forearms on the bars when you've advertised beforehand that you intend to do so.
