I didn't find it so. There was a pretty good idea on sizing, and most clubs had plenty of knowledgeable members. Of course, convention did change - in the 50s/60s, people rode larger frames with less pin showing and (presumably) shorter stems or maybe even shorter top tubes than the same size frame would typically have had a couple of decades later, when frames were generally smaller for a given rider height. But it didn't mean that bikes didn't fit.
