Rust removal/painting

I've just bought a lovely Thorn Sherpa which was built up in 2010ish and hardly used since by the owner. I see there is rust on the paintwork on the chain stay end: https://photos.app.goo.gl/JrxhrqhMllBkHbUw2 Any advice on how to strip it back, remove the rust and repaint? I know if you buy a new Thorn they supply a pot of paint to touch up but I haven't got one and on SJS website none is listed... Thank you, Steve

I managed to remove rust from a front mechanism that was seized up due to the lack of mudguards .

Once removed and the addition of WD40 later some Weldtite – TF2 Ultimate Lubricant Spray Can – with Teflon Surface Protector the front mechanism is now free moving.

The rest of the paintjob looks ok, but I would inspect the ends of all stays, under the BB, all the cable stops, and essentially every part where the water or moisture may be retained.

On that area, given the bike was hardly used and it seems in good nick, I'd go for the full lot by using a wire wheel, sandpaper to the bare metal and smooth transition to the original paint, then primer, then two coats of laquer, then the clear coat.
Being a small area it can be done by brush in little time.

The color looks to me like RAL3020 ("traffic red")

That's very small. Could you stabilise it with kurust or similar and then touch up rather than taking away more paint?
