Are there quality small handlebar bags just big enough to carry a mobile phone in a clear pocket at the top (for map reading etc.) that work with flat or drop bars?

I think Carradice do some, but I think they just hang off the bars without a bracket. Useful if it works with your cable arrangement.

Have a look at SJS Cycles site. They have loads of bar/stem bags, down to 0.6L.

The Ortlieb Compact ones are smaller (link) - 2.7l v 6l for the Carrradice - but still big enough to get a fair amount of general gubbins in - phone, glasses case, etc.

Thanks. However, I can't see a clear bit at the top that I can put my phone in and read maps while riding.

On the SJS site the small Ortlieb bags are said to have a clear plastic cover through which you can operate a touch sensitive screen.

Vaude used to do one that was also rebranded for Edinburgh Bicycles, but I can't find it on either website now. I have one and it's OK but not waterproof, and if you put the included raincover on it then you can no longer use the map pocket...
Rixen _ Kaul do a huge range though only a small percentage of them are stocked by anyone in the UK, still worth a look, this is the smallest

I went in search of the same last winter, hoping to be able to use a barbag and handlebar mounted light. In reality the size on the bar wasn't that different across those I looked that also included a map case. I also tried a top tube bag for the bits and a separate map holder, that sort of worked but in the end I decided I preferred the convenience of fully waterproof 7l bar bag and I mounted the light elsewhere.

Sorry it doesn't have a map pocket but it IS small
In mitigation you can get separate phone/ map holders that could be used in combination or by themselves
(that's my excuse & I'm sticking to it ).

It comes with a good shoulder strap for carrying and has a useful map cover for navigation. It's also waterproof, has a less fiddly closure than the Altura or Ortlieb I find, and it's made in Lancashire. The bag comes complete with the Klickfix mount for the bike
That bag is made from Cotton Duck which, for me, is the classic bike bag material. And the idea of buying something still made in the UK by people who are proud of what they make is very appealing.
Your comment is one of the main reasons (after the quality) that I bought Carradice. Inside the bar bag it said that 'this was made by Kelly'. I am pleased that my hard earned cash went to another person in the UK rather than someone in another country. It also made me happy that when I bought hand-made wheels from Spa that they had the builder's name (at Spa) on the rim.

The alternative small bar bag with map case will probably only be big enough to show one pane of an OS map, which I wouldn't find very practical myself.

I've modified my Junior by screwing a small plywood plate inside to a Klickfix mount outside; so the bag can be used either on the rear (on the BagMan support) or at the front (with a KlickFix bracket), though is not entirely practical to open while riding it does the job.
It is by riding a bicycle that you learn the contours of a country best,
since you have to sweat up the hills and coast down them.
