Powdercoating needs a lot of specialised kit (electrostatic booth, oven etc) that DIY is out of the question.
For a wet paint finish by the time you factor in the cost of rattle cans it's often cheaper to get somebody to enamel it anyway. It's hard to spray into all a frame's crevices with a rattle can.
