Perhaps the images I've viewed are of a larger sized tyre so accommodating the extra unpopulated rows. Like this example from rose bikes.

Heres the spike count by size from their site.

120 spikes: 700x35C and 700x40C
118 spikes: 700x30C
100 spikes: 26x1.75"

Given the 120 count above I think this matches the image with the extra unpopulated stud holes shown. They are pretty cheap.
