often the rack will come horizontal more easily if you use the other set of eyes for mounting it. Yes this requires that you put kinks in the mudguard stays but this is often the lesser of two evils.
It is weird that wheels have gone from being 'repairable objects' to 'throwaway items' in many people's eyes; those look like repairable wheels to me, being 32 spoke front and rear. Probably with a hub service or two and new rims when those wear out, they will last for years yet.
