I have 700 wheels and have been looking to change tyres from 23mm to 28mm tyres. The only information on there is a Teny Rim label. They are the company who make rims. Inside width of the rim is about 17mm outside is about 23mm. Will it still accept wider tyres?

Sheldon Brown suggests a 17mm internal width rim should suit 25-37mm tyres.
Check you have clearance at forks, chainstays, chainstay and seat stay bridges.

Here is a Mavic web page on recommended tyre widths. If I have got it right a 17mm internal width rim can take up to a 52mm tyre width, as long as the rim is crocheted.

Edited to add: I seem to remember seeing MTB rims scarcely wider than an MA2.

Its worth mentioning that fitting wider tyres can cause brake pads to foul the tyre sidewalls if the bike is fitted with cantilever or v brakes. Adjustment of pad position may be possible but is not a given and in some cases braking performance is compromised.
The older I get the more I’m inclined to act my shoe size, not my age.
