What would you suggest be the best stuff I could get for circa 500-900?
-Is lightweight and nimble
-Large tyres
-Very upright position, I want it to be a cruiser -relaxing to drive bike.
-Front suspension would be a huge bonus.

Enjoyed my Cannondale Quick CX 3.
Depends what you class as 'very upright', 'nimble' and 'large tyres' though and what you want to use it for, but may be worth a look if they still do them.
