Mind you, if fitted on those "new" (?) fashionable wide rims, a 28mm bumps up to 30mm real size
It is by riding a bicycle that you learn the contours of a country best,
since you have to sweat up the hills and coast down them.
Thus you remember them as they actually are...

The GP 4season are a bit strange, the 23 and 28mm are true to size, the 25mm is more a 26mm.
All of them go up almost 2mm if fitted on a wide-ish rim, i.e. a GP 4season 23mm fitted on an Archetype rim becomes a 25mm, the 25mm goes easily to 28mm

My 28s used to run a bit on the small side, but the pair I've got on now are pretty close to 28 mm fitted.

I'm using Specialized Roubaix Pro this autumn/winter. Claimed size is 30/32 but actually measure 34mm on 19mm internal rims. Comfortable, low rolling resistance and good grip (better than Hypers). I am running them tubeless, but you don't have to.
