On the dedicates tourers, I generally make the chainstays a bit longer on the bigger bikes, but its only a range of say 10mm across all the sizes, in 5mm increments.
On the sportier bikes, I don't generally vary chainstay length with size.
The people who build our steel bikes quote a tolerance of a millimeter or so on tube lengths, and I don't think its ever necessary to quote tube lengths in tenths of a millimeter.
What possible difference could there be in how a bike rides with a difference in chainstay length of 0.8mm? I think its spurious
