Can you identify this tool

I got this from a friend who was a cyclist, it may or may not have an application relating to cycling! It seems to be a pair of screwdrivers, but obviously they couldn't both turn screws at the same time...

Can they turn, or are they fixed? How big is the tool?

It looks a bit like the kind of tool that is used for taking the backs off wristwatches to me

Something very similar is used for camera lens repairs. I have heard them called "spanning wrenches" or simply "camera lens wrenches/spanners". Like these:

It looks like it is designed to enable adjustment of a nut, threaded cup or similar which is deeply recessed, e.g. inside a cylinder, i.e. a similar function to an adjustable peg spanner.

Yes, the lens idea must surely be close. You twiddle the knurled wheel until the two 'screwdriver' parts are the right distance apart to engage with the slots of a lockring.

No, but I was interested. £70+ too
I think that I wanted it to be a cordless drill attachment to hasten tightening spoke nipples :)

since working out I can make a nipple driver for pennies whenever I need one, like this;

(and of course it spares the fiddly business of getting the nipple in the hole and completely avoids the risk of dropping the nipple in a hollow rim) I have somewhat lost interest in using a cordless drill for working on wheels.
