The shifter should be compatible but you will have a wider chainline at the front than the back, and will also need a suitable 9sp mtb front mech to work with the wider chainline at the front (and the smaller rings). I assume that your tiagra setup is also triple?

if you swap a 'road' FD for a MTB FD, a 'road' indexed shifter usually won't have the correct cable pull to work the MTB FD.

If you want a chainset with smaller chainrings, a triple chainset with a smaller BCD and a road chainline is a good solution. A Spa cycles triple chainset and BB is a very cost-effective solution.

cheers
