That's the problem 4mph for paths and 8mph for road use is abused on paths and pedestrian areas.

BAFANG manufacture a retro PEDELEC kit for most types of cycles whherbyteh motor fits onto the bottom bracket ( the big sprocket by the pedals ) . I recently saw a SPECIALIZED road bike with one fitted...Battery on a small rack. As previously posted if you are wanting a ''twist and go'' system - whereby you dont have to pedal but just want to turn a throttle ....you are going to run into a minefield of legalities. Otherwise fit a PEDELEC ( pedal assist ) system which cuts in when you start turning the pedals and then cuts out at approx 15mph....This will still be classed as a cycle.
