Depending on the relative tyre pressures between the large and small wheels, I'd guess greater deformation of the smaller tyre due to the shorter contact area created by the smaller radius of the wheel necessitating greater tyre sidewall deflection to give a wider contact patch and thus the same contact area (assuming equal tyre pressures) would probably account for more tyre scrub against the tarmac, as the tyre resumes its original profile passing out of contact with the tarmac as the wheel rotates?
The different tyres (compound, construction, flexibility) also obviously introduce uncontrolled variables.
