nexelo lights, any knowledge of quality?

The following looked an interesting value lamp on ebay:

I tried asking the ebay seller if they meant Stzvo rather than ECE but no reply,,,

Doesn't mention how bright (lux) either.

Manual implies 30 lux (although terminology may have been lost in GB translation) and makes no mention of StVZO.

The lack of German translation would reinforce the Stzvo absence....only for the laisez-faire countries then?
