I use 28h 2x 700c with DT Swiss R460db rims on very rough roads and havn't even had to tweak them in 18 months of hard use. I'm 68-70kg and often jump them off bumps and all sorts (it's the BMX'er in me). Tough as old boots. :D

I also have a set of 28h 2cross 700c wheels - Hope hubs, Ambrosio Excellight rims. I'm 70kg and have used these wheels for several years of winter road riding (with a bit of bridleway thrown in). No problems on the strength front and I've used them for enough miles to have had to replace the rear rim due to brake wear.
