How do those cibie pedal reflectors secure into the metal bracket? Do you just slide them in and fold over the side of the metal bracket to trap the reflector in? Or is the reflector glued in?

folding I think. Could be bonded as well if you want, of course.

At the time they were proposed to be made an RVLR legal requirement did any organisation argue their vulnerability to falling off should mean they should at most only be required at point of sale and then only where physically possible, but not by rvlr?
Would that have been more effective than mentioning recumbents etc could never comply with the proposed wording?

Their vulnerability to falling off is a function of the overall pedal design not the regulations, see Brucey's pics above.
I'm sure if they were only required at PoS there would be examples of much more vulnerable designs and possibly fewer secure ones too.
