Brake pads

Trivial question really. I've rear brake pads I've just replaced but curious about origins. V brake. The only markings are APSE and TUV. It seems the TUV is a standard certification? But the APSE I can't find anywhere having done the usual searches. Is this a brand name? Are they ancient? No longer manufactured? or is the lettering something else?
