Well the bike had 20" wheels. (406)
So maybe if you find a side view picture you will get a decent idea?

I sold my PDQ some time ago but it was about the same height as my home built LWB recumbent - which is around 23”. I’m 5’7” and have a 32” inside leg, I was just slightly too short to get my feet down flat but could manage it on tip toe.
Something worth remembering is that the PDQ seat is more like a hammock than most recumbent mesh seats... so the leading edge is higher than where your behind goes. I tried a hard shell seat on mine which despite having the same seat height got my feet flat on the floor, but it messed up the weight balance and wasn’t a good idea.
