I said earlier that my sister had a bike with 28" tyres in the 1960s. They were bigger than 27" tyres, which are bigger than the modern metric 700c.

Yes, I see that's a measurement I can't avoid doing. That mark on the wheel is sure confusing. Sadly, I can't go and take the tire off to measure the wheel right now, but I will be able to get back tomorrow. Thank you for the help.

MsMellie - When you measure your rim width, it's more relevant to measure internal as opposed to external width, like this:
Optimum tyre width is 1.8 times the internal rim width, with anywhere between 1.4 and 2.2 times still being ok. There can be a lot more leeway than that, though, before the rim/tyre widths become unsafe, as you'll see from the chart below.
If your wheels came with 37c (37mm) tyres (they're probably a little under that - most tyres are purposely undersize - it's less problematic than oversize), your internal rim width is probably somewhere around 17mm or 19mm or thereabouts. Either would let you fit 28mm tyres, but narrower than 17mm might still be ok:

The OP has a bike with 37 x 622 tyres. The question is will their rims which take 37 x 622 tyres also take 28 x 622 tyres and the answer is....MAYBE!
Some rims which fit 37mm tyres are too wide for 28mm tyres, some will be OK.
Just use the ETRTO tyre sizes, forget all the other nonsense written on the tyres and rims.
