Yes, that's my recollection too, but I think Shimano hubs are low-loose, so the numbering is reversed compared to what's shown. Also, like SA 3 speed hubs, Shimano 3s are pretty unfussy about shifting, so as long as the middle position is set accurately, the slack is slack enough and the tight doesn't snap the cable, it'll work.
