Whats wrong with using short h/bar stems?
Why are 100mmish stems the norm.?What issues -if any - are raised by using a short ,say 40mm, stem to shorten reach for a small person.??

nothing wrong at all. 100/110mm is the norm cos theyre mass produced and fit the average joe. Big guys fit 130/140mm as an aftermarket purchase; short guys fit 90's and under. i understand youre building the bike from new, but if you were buying a complete bike, a good shop should make the change at point of purchase.
