Reverse action hub brakes?

If the pads in a hub brake were pushed towards the axle would ie pushed against a convex surface (a rigid arch) would this allow them to compete with disc brake power?

Or is doubling the cable travel the only way?

You've just described a band brake and the answer's no.

The way to make drum brakes work well is to have a more sophisticated mechanism for pushing them against the drum: not just wedge them apart at one end.
