I'd also think No.
A 57mm drop dual pivot is only good for 28mm tyre plus mudguard, so I'd not expect to get wider than 35mm in, as is.

You could however use heat to soften the mudguard, and squeeze it narrower where it goes under the brake. Don't forget to size the amount of squeeze for brakes applied, with worn pads.

In a bit of a pickle, have an old 80's frame which had said mudguard fitted, frame seems to have 57mm brake drop, yet plenty of space for mudguard and maybe even a 35c tyre (maybe fork crowns were wider than they are now). Tried fitting Alhonga long drop dual pivot, but pads didn't meet the rim (which makes me wonder if 57mm really is it's highest setting).

Bike was fitted with drum brakes, but is a nice frame and deserves better, perhaps centre pulls are my only option, bit of a fiddle though (anyone have a decent pair of old single pivots?).

I've got a raleigh hybrid bike and the guards are 47 with a 35 tyre fitting comfortably with an actual measured 57mm drop to centre of rim, however when I tried fitting a Shimano dual pivot it wont fit either. There are some 73mm dual pivot brakes out there that will do the job, http://www.simpsoncycles.co.uk/product.php?xProd=1350
I would think the drop is correct but doesn't take into account pretty wide road tyres.

On my MK3 I currently have Shimano 53 long drops, 42mm Bluemells and 28c Gatorskins. It all fits fine but I do think that the 42's are as wide as you'll comfortably get under the brakes without some remodeling of the mudguard. SKS say that the 42mm will do a 35 tyre though I suspect it will be a tight fit. I went up to the 42mm from 35mm because I was getting a lot of spray out the side of the guards because the tyres were at it's size limit. So I'd be cautious about a 35c tyre on the 42mm mudguards though a 32c tyre would probably be fine.
