Where are German cyclists allowed to stop unlit?

I thought that was what I was describing? It certainly charges from the dynamo while the light's off, I'm just not sure if it charges while the lights are on. I suspect it may, as I don't recall ever having to charge the battery on the mains charger since I bought it.
