Re: 700c wheels
Usual rule is 1.5 to 2 x inner rim width. So 28 should be OK if you have frame, brakes and mudguards clearance. You haven't said what kind of hub and cassette, but my understanding is that 130 will take 8spd road. Depends on the details though, possibly even the dishing.

Re: 700c wheels
622-16 is ideal for a light touring bike. I was taught that the suitable tyre range was from 1.4 to 2.2 times the internal rim width. This gives you a possible range of 23mm to 35mm. This might be a bit extreme, but you can confidently use 25 to 32.

You can put on the same as is fitted, obviously, and if you have say 5mm between the block and the dropout, probably 1 more gear.

Re: 700c wheels
My wives bike came with 16mm rims and 47mm tyres. It never gave any issues, but currently running 37mm for at bit more speed.

How many wives do you have Peter?

Sorry, only one English is not my native language, and for some reason my spelling checker didn't like "wife's", so I changed until it didn't have a red line underneath...

I am Scottish, so its ( or it's?) not really mine either... Hey ho... could be worse, could be German... (from a difficulty point of view, not a WW2 one... oops, I'm digging myself a hole here, my wife's half German... better go... )
