See Sheldon Brown on French tyre sizing...http://sheldonbrown.com/tire-sizing.html.....scroll down
In the series 700A, 700B, 700C.....the overall tyre (nominal) diameter was originally supposed to be 700mm, so the smallest tyre, 700A, has the biggest bead diameter, 642mm......700C, which was originally a fat tyre size, has 622mm bead diameter.........but now that 700c tyres come in sizes down to 18mm, I wonder why we bother with "C" at all!!

Re: 'c'
This in Wikipedia
For rims the ISO designation lists the rim diameter (where the tire sits) and the rim's inner width, both in millimeters and separated by a cross, along with a letter code for the rim type (e.g., "C" = Crochet-type): 622x19C

hmm, not sure about that. You could have a 700x40 tyre that is actually 700B not 700C, and you would have to use the ETRTO/ISO designation to be sure.
700B tyres are not that common but they are still fitted to new bicycles to this day.

in which case '700C' could be expressed 700(E/m)^(1/2)
it couldn't be any less confusing than current tyre markings, could it?
