Chromium plating is used because it is hard. If it comes off, it either means it is a poor quality tool or you have misused it eg used as a small hammer etc. It should not be hiding anything.
Your right that chrome plating shouldn't be hiding anything. But the large company that I worked for had purchasers who bought in thousands and were adept at spotting problems. On close inspection cheap tools could have joints in them hidden under the chroming so plated tools were not generally bought.
Spanners as hammers, screwdrivers as chisels, never.
