Wheel help

Hi I have a 2012 Trek 7.3fx that I would like to do some touring on but feel the wheel set is not that great. I would like to beef the wheels up to compansate for extra weight plus terrain etc.
The current wheels are ok on the road but feel they are bit light for trails
any ideas or suggestion with out breaking the bank or adding a ton of weight cheers
