Perhaps you could get away with carrying pannier 'B' inside pannier 'A',or move to Bedfordshire

which no doubt has it's usual ' special arrangements'.

That’s ok drossall, you just have to get everyone who may come in to contact with you and all your friends and family to sign a disclaimer. The legislation has covered all eventualities.

I suggest an application of the Banach-Tarski paradox.

For those who haven't heard of this (and didn't click the link), this paradox states that it is theoretically possible to divide a solid sphere into five pieces which can then be reassembled to form two solid spheres, each of the same size as the original sphere.

If it can be done with spheres, surely it can also be done with panniers? I.e., if you see the Pannier Police approaching, you should quickly cut up your single pannier into five pieces, and then re-assemble them to form two equally-sized panniers.

Just make sure you always have a pair of very sharp scissors and needle and thread handy....

[P.S. no claims for spoilt panniers will be entertained....]
Suppose that this room is a lift. The support breaks and down we go with ever-increasing velocity.
Let us pass the time by performing physical experiments...

The loads in the two panniers will have to be evenly balanced. No deviation from an exact balance is permitted. Indeed, I can foresee all sorts of problems with this. For one thing, we shall have to take a luggage scale along on every shopping trip. And I can foresee spending ages having to pack and re-pack - and probably end up opening a bag of rice or similar and tipping some rice into the other pannier.

And then there is the problem: where do I stow the luggage scale itself?

Where will it end?

Balanced for volume or weight or both?
Could be impossible to obey the regulations, better to walk with a single rucksack, if that is allowed

Thread resurrection alert

Saw a cycle with a metal bucket-like-object on the near side and a normal pannier on the offside, is that allowed? Do the rules still apply in the UK?
