There are many different ways that a pair or pairs of panniers can be used that comply with GDPR.

Ultimately the Pannier Police may order the revocation of a rider's Pannier Proficiency Certificate (which is used to indicate that their cycling takes place in accordance with the GDPR).
There really ought to be a FAQs page on the Cycling UK website dealing with this important issue.

Sorry, but you are missing the central point of the legislation:
You have to obtain the bicycle's consent before attaching any pannier, bag, suitcase, or any other apparatus designed for the portage of stuff*.
* The definition of 'stuff' is highly technical but in essence means 'things'.

Are 'stuff' and 'things' also described as 'artefacts' pertaining to bicycling transportation,and does it apply to tricycles and unicycles.

It's worse than that, apparently.
The loads in the two panniers will have to be evenly balanced. No deviation from an exact balance is permitted. Indeed, I can foresee all sorts of problems with this. For one thing, we shall have to take a luggage scale along on every shopping trip. And I can foresee spending ages having to pack and re-pack - and probably end up opening a bag of rice or similar and tipping some rice into the other pannier.
And then there is the problem: where do I stow the luggage scale itself?
Where will it end?

easily solved. you will just have to hang your pannniers upside down.

I believe this legislation was triggered by rumours of potential Anglo -Saxon amalgamations
such as this Carra-lieb set up (for illustration only ,not used on public highway).General de Gaulle
obviously had this in mind all those years ago .He knew it couldn't last, Il a dit 'Non'!
There is a Daniel Rebour illustration of that particular moment in histoire somewhere,with Le General
holding aloft a typically chic and slim 'sacoche du baguette pour bicyclette francais' to illustrate his
concerns.
