Valley of Stone cycleway

Closer to home, does anyone know if this is complete? Runs from Healey Dell to Rawtenstall and was meant to open ‘in 2019’; the map on the website isn’t the easiest to follow. I know they’ve done the bottom end…

You can ride this from Healey Dell up to the top at Britannia. You can then turn left and pick it up again but it puts you back on the road about halfway down the Britannia Climb. Then left at the T junction at the bottom and after a couple of miles you can turn left off the main road on to the cycleway again. No sign post I'm afraid. It then takes you through two tunnels but throws you back on the main road at Waterfoot. From there its all main road to Rawtenstall.
No sign of any further work being carried out to link it all up

OpenStreetMap (and maps based on it) has a bit more cycleway marked further on around Hareholme - https://cycle.travel/map?lat=53.696&lon=-2.2655&zoom=16 .
