e-bike legislation - EN15194 2017

Hi all
I am new to the forum and wondering if any one can help. I am trying to establish if only the UK and France have adopted the new EN15194 2017 standards as law and that they came into force on the 28th Feb 18 (some people say there is a year to April 2019 to comply!) I am aware this new test is far more stringent and want and that not all bike may comply?
