Motobecanne Jubilee FS and West Coast specific kit for this bike.
Seems a great combination and I'm looking to buy and build something like this.

Your advise and experience would be much appreciated, I'm a newbie.

Your video is describing an electric motorbike. If you were to build something like that you would need to have it type approved (in the same way as a DIY kitcar; there is a procedure), registered, pay the relevant vehicle tax, insure it, fit a number plate and wear a legal motorbike helmet. There are electric motorbike forums which could help with advice on these things. Not doing these things would make you vulnerable to arrest, confiscation, fine and jail.
