Maybe, but not as easily, speed capping on scooters can be done through the geo location device, the ones on trial round here claim to be able to tell if it's on the pavement or not and switch off the power till you return to a legal location. Though 8m far from convinced the Sat navs is that accurate. The local youths have realised that they make slightly heavy but free non electric scooters for doing stunts on, I suspect it's only a matter of time till they work out how to hot wire them
