It leaves it with plenty of non government money to spend on lobbying if it chooses to do so, probably far more than it spends doing so now.

State funding of charities is often a not too subtle means of governments influencing public opinion through campaigning. If this move leads to a greater distance between governments and charities then that would be a good thing. A more likely outcome will be that government sponsored charities will prosper but those that refuse to tow the line will find it increasingly difficult to campaign.

Government control over charities may stem from being funded by government, so the government has control in how much they provide and how it is spent, extra control. All this makes it more difficult to influence government, rock the boat too much and the funding may be cut.

So what will the CTC position be if they need to make major criticism of the next major overhaul of the Highway Code?
