The first version of the clean air act was in reaction to the Great Smog. Whilst the latest environmental regulations are much more stringent, that has come about from 60 years of incremental improvements. The latest version was implemented from Europe (EU), and the UK has never met the full requirements. I have a friend who has asthma and some related respiratory difficulties. She visited me in Norway. She had no difficulties whatsoever whilst she was here. She even did some fairly brisk hikes up the Norwegian hills with me and never suffered with her asthma. She said that she could never have done that in London.
