Despite being convicted of killing 3 people in separate crashes over the years this driver is back on the road if he passes a test.

I don't understand how he can be rewarded with a reduced term if he got caught driving during the ban? That should result in an automatic requirement to serve the full ban - and some more - but I am not a lawyer.
However, how easy will it be to get insurance? Would you be willing to insure him? Even with a 100% excess? You would have visions of expensive 'no win - no fee' lawyers queuing to represent his next victim sometime within the next year.

And judge Lady Dorrian yesterday agreed after his lawyer said the ban had caused “inconvenience” to his family.

Yeah,but not for much longer when he's retaken his test,eh?
He appears to be a liability to life and limb when he gets behind the wheel/swings his leg over a motorcycle.
IMHO a lifetime ban is better for everyone else except him.

No it isn't and it needn't do.
What it is supposed to do is keep a dangerous person off the roads. It's just occurred to me what this is all about - a ban is seen as a punishment. No it isn't, it's a safeguard for the rest of us.
No wonder this is all going so wrong - the one tool we have to prevent future death and injury is being thrown away and used as a slap on the wrists.

The ban is also used as a deterrent. In which case it is meant to be an inconvenience.
Say with speeding, the threat of a ban, and its inconvenience to me personally, makes me obey the speed limit. I have not been removed from the road to protect society and I dont break the speed limits.
Fines, I could pay off with a shrug of the shoulders as often as they happened.

Quite right!
But let's not forget that there are those who would ignore a ban because if they drive an insured vehicle that shows up as legal on ANPR are unlikely to be stopped by police because there aren't many,if any,about.
