Baroness sharpens, what's good for the goose...

In 2008 baroness sharpens raise a question in the House of Lords, if she hit a cyclist with her handbag when they ride through a zebra crossing while she's crossing the road, is she I the wrong. It seems to me that an analogy would be if a cyclist hits a car bonnet/roof when they pass too close. This would be equally as obvious as you need to pass with a meter for a cyclist to be able to hit your car.
How do you get a question asked I the lords?
If I had a baby elephant, I would put it on a recumbent trike so that it would become invisible.
