I'd need to see a pic to give an accurate guess, but anything from first aid kit to incapacitant sprays could be tucked in them that pouches. Pens, first aid kit, spare radio battery, multi tool (which we weren't allowed to carry, but most did because you could save lives with them), keys, fags, lighter, folded up paperwork, PNB, all sorts.
