What percent of the population in the Netherlands are cyclist , she answer 5%
What percent of the population in the Netherlands ride a cycle, she answer 90%

Cycling and Society
The Cycling and Society symposium series was launched in 2004 at Lancaster University. The symposia are linked to the Cycling and Society Research Group whose members span many disciplines and approaches to the study of cycling. The book ‘Cycling and Society‘ was published in 2007, reuniting some of the research presented during the first editions.
Since 2004 there have been annual Cycling and Society symposia around the UK.

Dutch distinguishes between a Person Who's Riding A Bike, fietser, and a sporting cyclist, wielrenner.
It might help if English had the same distinction.

Similarly, you could say that in the UK we have Petrol heads, Motons, and Reluctant Motons
Petrol heads will use motor vehicles for both sport and transport
Motons are the normalised ones who use motor vehicles for transport
Reluctant Motons are those who only use motor vehicles due to the lack of provision for other modes of transport
The latter category doesn't seem to exist in the Netherlands because there is always an alternative...
