I like this bit

meaning roughly two people every week are being killed or badly hurt in crashes with bikes.

If the figures they give in the previous line are anything to go by, it's fewer than 1 every 15 weeks killed, but by combining killed with 'seriously injured' they make it sound deliciously terrible. The Express reader will process this as two killed every week by cyclists (and it's their fault).

Remember, over a hundred pedestrians killed or seriously injured by motorists each week (5588 in 2016). The express is complaining about knives being taken to a gunfight. They're wilfully ignoring the bigger danger.
