Sounds like some sort of new technical fabric, somewhere between Goretex and Buffalo perhaps? :roll:

Filtered Permeability is a catch-all term for measures which can help reduce people's exposure to motor traffic, often in residential areas. The techniques do not prevent necessary motor-vehicle access, but restrain it to make areas more people-friendly.


You can't beat a name whose meaning is obvious to people who haven't a clue what you are talking about.

It's a detailed document and one that merits some careful reading. I'd have to say that having only given it a brief look, the thing which I suspect might reduce its impact on highwaymen and the like is that it doesn't seem to have official backing. Not that that necessarily makes a difference eg Cycle-friendly Infrastructure had it, but without it, it might well do even worse. We aren't short of guidelines, it needs good faith from politicians.

I've also only given it a brief look. I expect what will reduce its popularity is things like the very first page:
Filtered permeability schemes (close the
road – open the street!),

and the fact that it's talking about cycling.
"Those bloody cyclists want to close our road!"

Which is a shame because it's full of good ideas. It's often said we're in thrall to the motor car, which is true in a way, but I think we're in thrall to the idea of transport, which blinds us to the benefits of schemes like these which might impact transport but bring benefits in other areas of life.

Having had a bit more of a look at it, though still not all of it, one of the good things is it does point out that cycle gaps need to be big enough and easy enough of access for all sorts of cycles ridden by all sorts of people:
Cycles need more than their footprint within
which to operate. When being used, they have
a dynamic envelope and because they are
wheeled, sudden changes in level are not
conducive for safety and comfort. Key points to
remember are;
• Cycles are vehicles designed for speed,
• Cycles need space to slow down and
turn,
• Cycles can have more than two-wheels,
• Huge variety in cycle configuration,
• Cycles can be mobility aids,
• People's mobility can change over time,
• Not everyone can dismount.
In reality these design considerations should be
taken together when designing for cycling and
where modal filters are being provided, they are
absolutely crucial to ensure access for all.

It's keeping cars out whilst letting pedestrians and bikes through, by the sound of it. Sounds like a good idea to me.
