I think there should be a bounty on them? all those cyclists with cameras could make a bit of money...

Yes, a bounty for each cyclist-captured bit of evidence concerning each bit of motoring-Toad law breaking! 10% of the large fines to the cyclist and 90% to the State's new Department for Road Mending Properly.

No prison sentences mind - they cost too much and will deplete the Dept of RMP funds. Fines and withdrawal of the driving license, with perhaps a day in the stocks, located in the market place next to the Frutti-vendello stalls. The cars will be crushed and recycled (literally) into new bikes all made of Reynolds 531.

To underline these nudges towards better citizen behaviour in future, the former offensive motoring-Toads will then be supplied with a nice new bike made of their crushed toad-mobile along with 10 weeks of compulsory riding lessons, inclusive of 200 miles per week in a hilly terrain. Like us, they will become addicted to the thrills and endorphins, ensuring no return to their motoring-toadiness.

The new bikes will not have a Garmin mount or any means to mount a mobile phone......
