You should pass cars wider.
IIRC, 0.75m from the kerb arose to reduce the risk of you falling across the kerb in a life-threatening way if the worst happens. Most wheels are about 622 + (2*35)mm =692mm so it won't take much sideways momentum beyond that to clear it, but it still leaves you some wiggle room and is far enough out to clear most gutters and gratings.
